De jure and de facto independence of regulatory agencies

I’ve written a paper together with Christel Koop on the de facto and de jure independence of regulatory agencies for the 2010 PSA conference, and I’m pleased with it, even if I didn’t get to graph any interaction effects. You can find the paper here.

    If you’re referring to the recent problems with members of Agcom being bombarded with requests from Berlusconi to shut down Annozero — then our paper might disappointed. Agcom has high de jure independence, and our measure of de facto independence shows it as also independent.

    Now, that’s because our measure of independence is based on whether or not the chief executive of a regulator changes after a new government comes to power — but someone like Corrado CalabrĂ² has been able to remain at Agcom for ages because he bends where the political wind blows… not to mention other board members.
