Agcom has high de jure independence, and our measure of de facto independence shows it as also independent.

Now, that&#039;s because our measure of independence is based on whether or not the chief executive of a regulator changes after a new government comes to power -- but someone like Corrado Calabrò has been able to remain at Agcom for ages because he bends where the political wind blows... not to mention other board members.</description>
